Xuweitoldreporters:"thelarge-scaleimplementationofairsourceheatpumpheatinginthenorthhasachievedtheheatingeffect,theoperatingcostislow,andtheairsourceheatpumpsystemoperateswell.Taketheheatpumpprojectintheculturalcenterofjiningcity,shandongprovinceasanexample,heatpumpaccountsfor67%oftheannualenergyconsumptionofthesystem,andtheelectricitybillforheatingoperationinwinteraccountsfor67%oftheannualelectricitybill.Comparedwithgas-firedboilers,itcanreduceover7,400tonsofcarbondioxide,54.86tonsofsulfurdioxideand27.43tonsofsootperyear. Shijiazhuang will continue to accelerate the construction of a clean heating system
BytheendofOctober,morethan90percentofcentralheatingandcleanenergywillbesuppliedinthebuilt-upareas. Recentlylearnedthatshijiazhuangcitywillcontinuetoacceleratetheconstructionofacleanheatingsystem,bytheendofOctober,thebuiltareacentralheatingandcleanenergyheatingratetoreachmorethan90%;Beforetheendoftheyear,thecity'splainareabasicallycompletedbulkcoalreplacement. Inordertopromotetheconstructionofacleanheatingsystem,shijiazhuangcitywill,basedontheexistingcentralheatingresourcesandfacilities,conductin-depthinvestigationofresidents'heatingneedsinthecogenerationheatingcoveragearea,promotetheextensionofsurplusheatingcapacitytoareasonableradius,digdeepintotheheatingpotential,andreducetheheatingblindarea. BytheendofOctoberthisyear,thecentralheatingandcleanenergyheatingratesinbuilt-upareaswillexceed90percent.BytheendofOctober2020,centralheatingandcleanenergyheatinginbuilt-upareaswillbecoveredbyandlarge.By2020,aheatingenergystructurewillbebasicallyformedinurbanareas,withwasteheatfrompowerplants,cogenerationofheatandpowerandindustrialwasteheatasthemainheatsourceandsupplementedbynaturalgasandelectricenergy. Meanwhile,industrialcentralheatingwillbepromotedinanorderlymanner.By2020,allexistingindustrialparksandindustrialconcentrationzoneswillhavetoimplementcogenerationofheatandpowerorcentralheatingtransformation,bringindustrialenterprisesintothescopeofcentralheating,eliminatethedispersedcoal-firedheatingboilersinindustrialparks,andstrivetorealize"onedistrict,oneheatsource". Fortheprofessionalparkswithdispersedheatloadofgasandheat,smallscale,ornothavingtheconditionsofcogenerationcentralheatingforthetimebeing,thepriorityshouldbegiventotheboilerroomofgascentralheating,andthecentralheatingcanberealizedbypromotingthecoaltogasconversionofexistingcoal-firedheatingboilersordistributedenergystations.Inindustrialagglomerationsnotcoveredbycentralheatingandgaspipenetworks,wewillfurtherpromotetheupgradingandrenovationofpowergridsandactivelypromotetheuseofelectricboilersforheating.

Photovoltaic subsidy standards will be determined in a market-oriented way
OnJanuary28,itwaslearnedthatthenewinstalledcapacityofpvpowergenerationin2018was44.26millionkw,secondonlytothatin2017andthesecondhighestinhistory.Amongthem,thecentralizedpowerstationanddistributedphotovoltaicadded23.3millionkilowattsand20.96millionkilowattsrespectively.BytheendofDecember2018,China'sinstalledphotovoltaicpowergenerationcapacityreached174millionkilowatts,anincreaseof34percentyear-on-year,including123.84millionkilowattsofcentralizedpowerstationsand50.61millionkilowattsofdistributedphotovoltaicpower. In2019,thenationalenergyadministrationwillcontinuetopromotethedevelopmentofphotovoltaicindustrywiththefocusonpromotinghigh-qualitydevelopmentofphotovoltaicpowergeneration,andmaintainthereasonabledevelopmentscaleandpaceofthephotovoltaicindustry.Tofurtherimprovetheconstructionmanagementofphotovoltaicpowergeneration,accordingtotheactualindustrialdevelopment,thedevelopmentofphotovoltaicpowergenerationin2019willbedividedintotwoparts:oneisthephotovoltaicpowergenerationprojectthatdoesnotneedstatesubsidies,andtheotheristhephotovoltaicpowergenerationprojectthatneedsstatesubsidies.
